Improving Local Rental Policies

Housing Greenfield seeks to improve existing housing so that the health and safety of residents can be improved, especially for low-income residents, all without causing undue gentrification.

Without reliable data on rental units in town (different sources have differing information) it is challenging to develop enforceable, comprehensive policies.  Therefore, Housing Greenfield applied for and received a grant through CHAPA (Citizens’ Housing and Planning Association) to conduct voluntary house-to-house surveys in some neighborhoods.  The initial report from this work is here.

Housing Greenfield has been working for some time with the City and various stakeholders on developing an ordinance to get an accurate count of rental units in the city and ways to make sure those units are safe for the residents.  We may not always be able to keep this site up to date as things change.  See some key points about the goals of the ordinance.  The ordinance itself is here.  June 30 version is still the latest, at least as of September 9, 2026.

The ordinance will be coming up for a public hearing at the City Council’s Appointments and Ordinances Committee (A&O) on October 14th at 6:3O pm in City Hall.  If passed, we expect that the ordinance will move on to the full Council meeting on October 21st at the John Zon Community Center.
